Edgeworth’s analyses of proposed regulations have been considered by governmental bodies and industry groups to guide policymaking and strategy.
Edgeworth was hired by the American Trucking Association (ATA) to assess the cost and benefits of a proposed change in Hours of Service (HOS) rules, which regulate how much time a driver can spend on duty and behind the wheel.
Edgeworth:
- Analyzed the methodology used by the issuing agency (the Federal Motor Carrier Safety Administration, known as FMCSA) to determine the proposed changes
- Found the issuing agency had changed its methodology for assessing the costs and benefits of the HOS rules since a prior review in 2007
- Determined that such methodological changes dramatically overstated the net benefits of the proposed rule.
